Apply for a Good Conduct Certificate
In line with the UAE Cabinet Decree No.1/8 of 2017, Good Conduct Certificate is a mandatory requirement for all prospective employees in UAE with effect from 4th February 2018.
A Good Conduct Certificate is primarily a Police Clearance Certificate issued to a person by relevant Police station in the country of domicile in connection with his/her criminal clearance for a certain period-basically immediate past five year period.
Applicants, who were born and raised in UAE, are not required to have a Good Conduct Certificate, YET, if such an applicant had spent sometimes in Sri Lanka or in a third country before applying for a job in UAE, should produce a Good Conduct Certificate related to their previous domicile.
The fastest way of getting a Good Conduct Certificate is to applying to relevant Police station in Sri Lanka by the applicant in person.
Good Conduct Certificate should be attested by both Consular Division/Ministry of Foreign Affairs and the UAE Embassy in Colombo prior to its submission to the employer.
In the event of an applicant is unable to visit Consular Affairs Division/Ministry of Foreign Affairs in person for attestation, he/she can appoint a proxy for this purpose through an authorization letter. A format for an authorization letter is attached.
PROCEDURE TO APPLY FOR A GOOD CONDUCT CERTIFICATE
Applicants applying for UAE employment visa for the first time from Sri Lanka should apply for a Good Conduct Certificate to relevant local police station in Sri Lanka. The certificate issued by the police should be translated either to Arabic or English by a competent legal translator before its submission for attestation by the Consular Division/Ministry of Foreign Affairs and the UAE Embassy in Colombo, Sri Lanka.
The applicants applying for Good Conduct Certificate from UAE have the following two (02) options:
a. Applying for a Good Conduct Certificate through the Embassy of Sri Lanka, Abu Dhabi with the submission of the following documents:
- A copy of the National Identity Card.
- A copy of the Passport.
- An affidavit in the event of any discrepancy in the applicant’s name.

Please note that it would take between three to six months between submission of an application and receiving a Good Conduct Certificate, as the application is completely processed in Sri Lanka by Sri Lanka Police under certain restrictions, which is beyond the Embassy’s preview.
b.Applying for a Good Conduct Certificate through online:

A fee of Rs.1500.00 is levied by the Police, and it should be paid through appropriate online payment mode–Visa/Master/American Express/ E-cash etc.
The online application procedure is faster than the manual application through the Embassy, and the certificate can be obtained within two (02) to six (06) weeks.
However, a good Conduct Certificate issued online to the applicant should also be certified by the Consular Division/Ministry of Foreign Affairs and the UAE Embassy in Colombo, Sri Lanka as required by the UAE Authorities.
c.Applying for a Good Conduct Certificate through a proxy in Sri Lanka
An applicant residing in UAE can apply for a Good Conduct Certificate through a proxy in Sri Lanka as well. As per No.24 of Police Clearance Certificate Request Application to the Police Head Quarters, Colombo, the proxy should be a relative of the applicant, whose details should be given as per application form.
