All incoming passengers or tourists should get approval to enter the country from the Foreign Ministry and other relevant authorities or from Sri Lanka Tourism respectively.
All travellers should submit the filled Health Declaration form to the staff of Airport Health Office at Heal counters at the arriving airport.
01. Quarantine measures for Sri Lankans citizens/dual citizens and foreign nationals.
A. Passengers completed recommended doses of COVID-19 Vaccination and arriving after two weeks of completion of vaccination
1. Should have received recommended doses of COVID-19 vaccination and arrive after two weeks of completion of COVID-19 vaccination.
2. On arrival, should produce the original copy of the vaccination certificate together with a certified copy of English language translation, if the certificate is not in English, to the Airport Health Officer.
3. In addition, the passenger has to undergo PCR tests within 96 hours or rapid antigen test within 48 hours of his/her departure and he/she needs to carry a negative PCR test report (in English) throughout his/her journey.
4. Prior to the departure ex-Sri Lankan/Foreign passport holders have to obtain a landing permit from the Dept. of Immigration & Emigration.
5. Passenger should be transported by the government authorities to a paid quarantine centre.
6. Should do a PCR test within 24 hours after arrival (Day one) from a Health Ministry approved private sector laboratory/state sector laboratory.
7. Once the PCR report is available, the passenger can be released from Quarantine Hotel by issuing a discharge document by the quarantine authorities at the Hotel, mentioning date of PCR sample collection and PCR test results.
8. The passenger should arrange transport on their own to go to their home/residence and should maintain COVID-19 preventive measures throughout their travel.
9. Immediately, after arrival to his/her home/residence, over the phone or through e-mail he/she has to promptly inform the area Medical Health Officer and need to produce discharge documents, issued by the quarantine authorities at the paid quarantine centre.
10. After informing the area MoH, as the passenger has completed the vaccination and having a negative PCR report on Day one of arrival, there is no requirement for him/her to quarantine further.
11. The passenger should undergo repeat PCR on the Day Seven (07) after arriving in SL from the laboratory/hospital, recommended by the Ministry of Health.
12. If febrile or display respiratory symptoms of COVID-19, should inform promptly to area MoH.
13. PCR test results need to be promptly conveyed to the area MoH.
14. If the PCR test result is positive, he/she has to inform the area MoH and follow the treatments as per protocol of the Ministry of Health.
B. Passengers who have not completed recommended doses of COVID-19 vaccination or the passenger expects arrive in SL prior to completion of 14 days from the dates of recommended doses of COVID-19 vaccination
1. The passenger has to undergo PCR tests within 96 hours or rapid antigen test within 48 hours of his/her departure and he/she needs to carry a negative PCR test report (in English) throughout his/her journey.
2. Prior to the departure ex-Sri Lankan/Foreign passport holders have to obtain a landing permit from the Dept. of Immigration & Emigration.
3. The passenger will be accommodated at a paid quarantine centre, after arriving in SL.
4. COVID-19 PCR testing should be done Day One and Day Seven.
5. Once results are available and if both tests are negative, release from the hotel after completion of Day seven.
6. He/She need to arrange transport facilities on their own to go home/residence from the paid quarantine centre and should practice COVID-19 preventive measures throughout their travel.
7. Drivers of the vehicle should wear appropriate personal protective equipment and adhere to COVID-19 preventive measures when transporting travellers.
8. Immediately, after arrival to his/her home/residence, over the phone or through e-mail he/she has to promptly inform the area Medical Health Officer and need to produce discharge documents, issued by the quarantine authorities at the paid quarantine centre, mentioning the dates of PCR sample collection and PCR test result and PCR test results on One Day & Seven Day.
9. Balance quarantine period (out of 14 days) should be mandatorily home quarantine under the supervision of are MoH
10. If febrile or display respiratory symptoms of COVID-19, should inform promptly to area MoH.
11. If the Day One or Day Seven PCR test result is positive, should inform the area MoH and follow the treatment protocol of the Ministry of Health.
02. Quarantine measures for tourists arriving from overseas via Sri Lanka Tourism
Should get the approval from Sri Lanka Tourism through https://www.srilanka.travel/helloagain/.
Need to abide with the guidelines imposed for tourists by Government of Sri Lanka.
A. Tourists completed recommended doses of COVID-19 vaccination and arriving after two weeks of completion of vaccination.
1. On arrival, should produce the original copy of the vaccination certificate together with a certified English language translation if the certificate is not in English language, to the Airport Health Officer.
2. Tourists should be quarantined in a certified hotel for tourists
3. Should do a COVID-19 PCT test within 24 hours after arrival (Day One) from a Health Ministry approved private sector laboratory and private laboratory team should do the sample collection at the hotel.
4. The tourist should produce the original copy of the vaccination certificate together with a certified English language translation if the certificate is not in English language to the hotel management. The hotel management should keep a photocopy of the vaccination certificate and ensure that only such vaccinated tourists are permitted to avail the provisions under this category.
5. If Day One PCR test result is negative, tourists should stay in the same hotel until completion of day seven and can visit approved important sites in a bio security bubble from the date where Day One PCR report is available and up to seven days of arrival.
6. If febrile or display respiratory symptoms of COVID-19, should inform promptly to area MOH
7. After completion of seven days, they should undergo a repeat PCR test on Day Seven conducted by a Health Ministry approved private sector laboratory and if the test result is negative, they can leave the hotel and are free to make their own travel arrangements with the travel agent after getting the clearance from are MOH
8. If the PCT test result is positive, hotel management should inform the area MOH and follow the treatment protocol of Ministry of Health.
B. Tourists who have not taken the COVID-19 vaccination / not completed the recommended does of vaccination / arrive to Sri Lanka within less than two weeks of vaccination.
1. Should mandatorily quarantine in a certified hotel for tourists
2. Should do a COVID-19 PCR test within 24 hours after arrival (Day One) from a Health Ministry approved private sector laboratory and private laboratory team should do the sample collection at the hotel.
3. Hotel management should take measures to inform details of the tourists to the area Medical Officer of Health (MOH) on Day One of arrival and provide photocopies of PCR test reports.
4. If the tourist departs from Sri Lanka within less than 14 days, second PCR test should be done depending on the date of departure and should have a negative test report before departure (e.g. If the tourist departs on Day eight, second PCR test should be done on Day 6th to 7th).
5. If the tourist stays for less than 96 hours in Sri Lanka, no need to conduct the exit PCR and it is needed only if there is a requirement of the airlines/country of destination.
6. If the tourist stays up to 14 days or more, second PCR test should be conducted on Day 11th to 14th.
7. Once the Day one results are available and negative, tourists can visit the approved important sites in a bio security bubble.
8. Should not change the hotels until 14 days are completed. If staying for more than 14 days, they can be released on Day 14 with negative PCR reports.
9. If febrile or display symptoms of COVID-19, should inform promptly to area MOH.
10. At the end of 14 days of arrival, tourists can be released from the quarantine hotel if the PCR test results on Day One and Day 11th to 14th are negative.
11. If the PCR test result is positive, hotel management should inform the area MOH and follow the treatment protocol of Ministry of Health.
